September has been a month of leave taking here in the Falls.
Retiring trustee Fred Jackson was honored with an Honorary Life
Membership and gift of a pen and pencil set to recognize his service to
the local.Fred served as a trustee for 9 years and has been a delegate
to various conventions ... He had been a member of Local 312 since it
was formed in 1937 and has worked at OF for a total of 45 years. Brother
Jackson will retire at the end of September.
Editor and 1st vice president Brother Bill Smalley ... his wife and
young son are moving to the Crown Mill at Elk Falls ...
Brother Jim Reed will be leaving the Local to go on staff here in the
Falls in the Industrial Relations Department.
Pretty well all the readers of the WP & PW in OF will now be aware that
the old United Worker has been revived The United Worker was a local
publication put out by Local 312 and 360 ... suspended publication in
1956 when the council Paper came along. It has been revived by Local 312
to try to bring to the attention of the membership some of the problems
that have been encountered with the local Crown Zellerbach Management
over the past months. ...
Rule in the hotel: Waitresses may not walk along the street holding
hands with their boyfriend when in uniform. Another one is that Hotel
employees will not be served in the Coffee Shop if they are wearing
their uniform, on or off duty. Small petty rules that only serve to
annoy.
At the September meeting the Local agreed to send a small donation to
the local Fire Prevention Committee to help with the local Fire
Prevention Week.
I would like to endorse Brother Smalley's open letter to the Ocean Falls
Resident Manager regarding play areas for the local children. This is an
item that goes back to the days when Andy Akkerman was associate editor
for Local 312 ...
Still the major item that troubles many local people is the question of
housing. Apartments and houses are left vacant sometimes for as long as
a couple of months while the housing list continues to grow. The union
goes in with complaints only to be told that housing is not an item for
negotiation. The Union negotiated an agreement at Bull Sessions that
tenants vacating houses or apartments would be told at least two weeks
in advance who would be coming into their accommodations so that they
could arrange to sell furniture etc ...
The mill safety record as of writing stands at 214 days accident free
...

We have protested to the Labor Relations Board, also the compensation
Board the scheduling of first aid guards to work in excess of 30
consecutive shifts without a day off. ... the company have a qualified
first aid man with an "A" class certificate employed elsewhere in this
mill. He has also held the position of first aid guard at Ocean Falls
for 3.5 years, with out any record of complaint against his record. The
only reason as I see it why the management will not place this man in
the position he desires is because of a court case which this man was
involved in along with his supervisor, who testified against him. ...
President Peter Marshall and Treasurer Len Reitlo have been elected to
attend the BC Federation of Labor Convention, November 12th to 16th.
A referendum ballot will be held this month to decide if we are to go
back to dues checkoff.
The one item (in the hotel) that I take exception to is the unhygienic
practice of the cashier handling food (toast etc) while doing the duties
of a cashier. The company has been notified of this and have not done
anything to alleviate it. Their comment when notified was "other
restaurants in Vancouver get away with it"

elected as a delegate to attend the meeting of the Central Canada
Council of Pulp and Paper Mill Unions in Quebec.

Three Recovery Boiler explosions, costing seven lives, have occurred in
BC in the past four months; this has prompted the operating personnel of
these and other similar Recovery Plants to band together in the hopes
that a meeting with Mr. Denham, Chief Boiler Inspector will be called in
the near future. ...
On this basis we asked the management of Crown Zellerbach Ocean Falls to
pay the wages of a Recovery Engineer to represent this plant at this
future meeting - they refused.
Even though Local 312 stated they would pay the fare and expenses the
Company still refused to pay the wages, approximately three day's pay
($75.00)
An overwhelming majority voted in favour of going back to the union dues
check off system, to go into effect February 1st, 1964.
The next few months will see large numbers of construction men arrive in
Ocean Falls - Pacific Coast Pipe crews to build new roto stock tank.
The employees of Crown Zellerbach and members of Local 312 have shown
good response to the Woodfiber Disaster Fund - set up to aid the widows
and children of the men killed in the recovery boiler explosion. Three
of the seven killed were former members of this Local.
